Earlier in the week, members considered a motion of endorsement of Prime Minister John Majors' achievement at the Netherlands summit of the European Community. The EC has agreed to move toward a common foreign and defense policy and to create a single currency and central bank by 1999. Great Britain may opt out of the monetary portion of the treaty. close
