Senator Carl Levin (D-MI) talked with reporters about U.S. trade with Japan and the possibility that Congress could enact legislation establishing trade barriers for Japanese imports. In less than two weeks from the press conference, President George H.W. Bush would visit Japan and other Asian countries, accompanied by the chairmen of the big three U.S. auto makers and other businessmen. The big three auto makers' head offices were in Sen. Levin’s congressional district in Michigan. Sen. Levin predicted the U.S. would not accept Japanese promises concerning trade restrictions, and Congress would act in 1992 to regulate trade if Japan does not lower its import restrictions. close
