Mr. Bush met with the National Governors' Association. He appealed to the governors to press Congress to adopt the president’s budget plan. After the president’s remarks the television lights were turned off. Gov. Romer, the incoming chairman of the National Governor’s Association, interrupted Gov. Ashcroft’s remarks to ask that the press not leave. He objected to the format of the session and went on to reflect his concerns about the budget deficit and its affect on states. Other governors continued to make comments while the press remained. Mr. Bush also responded to questions from the governors and expressed some irritation with Gov. Romer. close
