President Bush announced U.S. participation in a $24 billion foreign aid package to the now independent states of the former Soviet Union. He also took questions from the news media before he turned the conference over to Secretary of State James Baker. Included in the aid package were loan assistance, grain credits, debt restructuring and currency stabilization measures. close
