Members of the U.S. House of Representatives debated H.R. 3090, which would extend for five years the Family Planning Act of 1991. Guidelines in the Family Planning Act banned the distribution of information on abortion in federally funded clinics. H.R. 3090 would overturn the guidelines, but faces a threatened veto by President Bush. close
