Assistant Attorney General For Civil Rights John Donne explained the Voting Rights Act of 1965 and the criteria used for establishing what has come to be called Majority-Minority districts. The number of minorities elected to the U.S. House of Representatives is expected to increase substantially this year due to guidelines in the voting rights act. The states are required to follow this in redistricting. Mr. Dunne discussed the Voting Rights Act and particularly the Justice Department’s responsibility for reviewing each state’s redistricting plan. close
