House Speaker Tom Foley and Senate Majority Leader George Mitchell held a news conference to discuss the current status of S. 3, the campaign finance bill, due to be sent to the president for his signature the following day. The bill would limit the expenditure of funds by candidates and political action committee contributions. The two Democratic leaders also discussed the situation in Los Angeles, cleaning up after riots during the previous week. Rep. Foley criticized the White House position that the social programs of the 1960's and 1970's were responsible for the riots in Los Angeles. close
