Members of the House of Representatives debated H.R. 5132, legislation concerning disaster emergency supplemental appropriations for Los Angeles and Chicago. The bill would aid victims of the Los Angeles riots and recent flooding in Chicago with over $800 million in disaster relief. Earlier in the year, a break in an abandoned tunnel system beneath the Chicago River caused millions of dollars of damage to the lower floors of several Chicago buildings. In Los Angeles, riots occurred following the acquittal of four white policemen charged with beating a black suspect. Provisions in the legislation set the emergency spending outside of budget limits. close
