Members of the House of Representatives debated H.Con.Res. 320, legislation concerning the 27th amendment to the Constitution. The previous day, the U.S. archivist formally proclaimed the ratification of the amendment, which was passed by Congress over 200 years ago. The amendment would prohibit Congress from passing a pay raise that would take effect before the beginning of the next term of Congress. Questions have been raised about whether the amendment affects the automatic cost of living increases in congressional pay. close
