Representative Newt Gingrich R-GA, the House Minority Whip, responded to questions from reporters outside the White House shortly after members of Congress met with the President. Rep. Gingrich spoke about the legislation designed to provide aid to American cities. He also shared his views on Congressional Democrats that had failed to produce one plan to help the cities.
