Members of the House of Representatives debated H.J.Res. 290, legislation that would create a Constitutional amendment mandating a balanced federal budget. The bill would force the president to submit a balanced budget to the Congress each year, and with the executive and legislative branches forced to agree on the amount of receipts to the government, would make it possible to spend more than the government’s receipts only through a three-fifths majority vote of the House and Senate. The bill must be approved by a two-thirds majority of the House and the Senate, along with 38 states in order to be amended to the Constitution. close
