President Bush and Russian President Boris Yeltsin exchanged toasts in the White House Dining Room in the state dinner during the visit of President Yeltsin to the U.S. President Bush, in a tuxedo, praised the new relationship between the U.S. and the C.I.S., saying it was no longer built on competition but on friendship. President Yeltsin lauded the decision to cut the nuclear arsenals of the U.S. and the C.I.S. by two-thirds, as well as his friendship with President Bush.
