Russian President Yeltsin addressed a joint meeting of Congress during his state visit to the United States. Arriving at the podium to chants of “Boris, Boris,” from the assembled legislators, Russian President Yeltsin announced that Communism in the former Soviet Union was dead, that he would do whatever was necessary to locate American P.O.W.'s that might be alive in Russia, and that he had already ordered nuclear missiles which were selected to be destroyed under the recent arms reduction agreement to be taken off active status. President Yeltsin also called for Congress to pass legislation providing aid to the Russian Republic, including $12 billion in loans to Russia and other Asian republics. The audience gave President Yeltsin 13 standing ovations during his speech. close
