The U.S. House of Representatives considered the conference report to accompany H.R. 5132, making dire emergency supplemental appropriations for fiscal year 1992. House and Senate conferees agreed to a $1 billion urban aid supplemental spending bill. Much of the aid would go to help those affected by the downtown Chicago flood and by the riots in Los Angeles. The conference meetings between House and the Senate were necessary because each body passed quite different bills. The conferees finally agreed to a compromise and this is a portion of that debate. close
