The U.S. House of Representatives considered the conference report to accompany H.R. 5132, making dire emergency supplemental appropriations for fiscal year 1992. House and Senate conferees agreed to a $1 billion urban aid supplemental spending bill. Much of the aid would go to help those affected by the downtown Chicago flood and by the riots in Los Angeles.
