In an excerpt members debated the rule for H.R. 4850, the Cable Television Consumer Protection and Competition Act of 1992. The bill would grant local governments greater authority over cable television companies service rates under rules to be determined by the Federal Communications Commission. The House later passed H.R. 4850 in a vote of 340-73 after nine hours of debate. close
