Secretary of State Condoleezza Rice spoke about U.S.-Russia relations. In her remarks she criticized Russian actions in Georgia saying that military action had failed to achieve Moscow’s objectives and had put Russia on a path to “self-imposed isolation and international irrelevance.” Shae also warned that recent actions in other regions such as Latin America and internal policies signaled that the “Russian state has taken a dark turn.” close
