Secretary of State Condoleezza Rice and Mexican Secretary of Foreign Relations Patricia Espinosa spoke to the press about the Merida Initiative High-Level Consultative Group, which was having its inaugural meeting that day. The secretaries would lead the group in discussions of accomplishments and challenges in joint U.S. and Mexican efforts to combat trafficking in narcotics, weapons, illegal bulk cash, and other transnational criminal activities in both countries. close
