Representative Barney Frank, who chairs the House Financial Services Committee, talked about upcoming House debate on a bill that sets conditions for release of the next installment of the Troubled Asset Relief Program (TARP). He wants the release of $350 billion in TARP funds to be tied to new uses, especially to addressing home foreclosures and help for municipalities, because he believes the funds have been too closely tied to Wall Street. House Republican Leader John Boehner has said he opposes the bill. Representative Frank responded to telephone calls and electronic mail. close
