California Governor Arnold Schwarzenegger spoke about the challenges of passing a budget for the State of California. A special election in May 2009 would have a spending cap and for other measures on the ballot to solve the state’s $42 billion budget crisis. The complex package has created unusual alliances and has inspired the argument that California government needs structural reform.
