Former Navy Secretary Donald Winter delivered the keynote address at a panel discussion on “Protecting the Seas: Maritime Security in the Asia Pacific, America’s Interests, and Asia’s Future.” In his remarks he talked about sea power and national security, emerging naval technologies and doctrine, and the protection of commerce on the high seas. He also talked about current threats posed by piracy and potential strategic responses to trade interdiction. He responded to questions from the audience. close
