Treasury Secretary Tim Geithner spoke to the Congressional Oversight Panel that monitors Treasury’s efforts to bail out troubled banks about the operation of financial markets and the impact of toxic assets. In his remarks he said difficulties in setting values on the toxic assets had hindered banks and reduced their ability to lend and borrow. He also spoke about his hope that a public-private investment program would improve the situation. close
