In 2005 Judge Sonia Sotomayor took part in a panel discussion on clerking for an appellate court judge. The event took place at the Duke University Law School in Durham, North Carolina. During this discussion, she said that the “Court of Appeals is where policy is made.” Since her nomination to the Supreme Court, that statement has been widely circulated and is now running as a clip on YouTube.
