President Obama urged Congress to pass legislation that codified the principle that new tax or entitlement policies should be paid for. Referring to PAYGO (Pay-As-You-Go) budget rules, he said the proposal was “common sense” that every family understood in budgeting for their daily lives. He also spoke about the repayment with interest of funds disbursed to financial institutions as part of the Troubled Asset Relief Program. close
