Abigail Thernstrom talked about the book she co-authored, Voting Rights--and Wrongs: The Elusive Quest for Racially Fair Elections, published by AEI Press. She argued that the 1965 Voting Rights Act has a constructive and beneficial history but that in the current form the law is harmful to minorities. She said that by creating majority black congressional districts in southern states, the candidates elected have limited appeal for the general electorate. She responded after other panelists made their own remarks and then they answered questions from members of the audience. Henry Olsen moderated.
