Secretary of State Hillary Clinton said international treaties must be strengthened and that the International Atomic Energy Agency be given more resources to provide stability in a world that faces a threat from nuclear weapons proliferation. She also said the Obama administration was committed to working with Russia to reduce each countries' own nuclear weapons and draw up a new Strategic Arms Reduction Treaty. close
