The Federal Communications Commission (FCC) met to vote on a proposal by the agency’s chairman, Julius Genachowski, to create regulations that require Internet service providers to manage traffic on their networks without blocking access to most content, also called net neutrality. The commission voted to start the rulemaking process, with all five commissioners voting to move forward with the process; however, the two Republicans expressed skepticism with the underlying proposal. close
