Federal Reserve Chairman Ben Bernanke gave his assessment of the state of the financial system and called on Congress to enact additional regulatory changes. In his remarks he Warned large financial institutions against making decisions, or allowing excessive executive pay, that invited further federal regulations. He talked about systemic risk, how banks failed to keep cash on hand to brace against reserves, and stressed the need to improve risk-management practices. close
