Thomas Reed was secretary of the Air Force under Presidents Ford and Carter, and was special assistant on national security policy for President Reagan. He was also a nuclear weapons designer at Lawrence Livermore National Laboratory. Mr. Reed is the author of At the Abyss: An Insider’s History of the Cold War.
