President Obama announced that the U.S. and Russia had reached a new agreement on nuclear arms that calls for both countries to reduce their nuclear arsenals by a third. He will sign the agreement on April 8, 2010, in Prague. Secretaries Robert Gates and Hillary Clinton, Admiral Mike Mullen, and State Department Undersecretary of Arms Control and International Security Ellen Tauscher also participated in the briefing. close
