Dr. Alexei Arbatov, one of Russia’s leading strategic thinkers and the Russian member of the International Commission on Nuclear Non-proliferation and Disarmament, talked about his views on the U.S. and Russia new agreement on nuclear arms. It calls for both countries to reduce their nuclear arsenals by a third. Dr. Arbatov in his remarks said the significance of the new agreement is not its physical reduction, but rather it’s “the restoration of the formal, legally binding dialogue and framework of the strategic relationship between the two leading super nuclear powers after a long break.” He responded to audience members' questions. close
