Henry Kissinger testified on the new U.S.-Russia nuclear arms reduction treaty, START (Strategic Arms Reduction Treaty). The treaty calls for both the U.S. and Russia to reduce the number of deployed nuclear missiles to 1,550, down from 2,000. Secretary Kissinger said the failure of the Senate’s ratification of the treaty would be particularly upsetting, and that the treaty would not be an obstacle to a missile defense program or modernization of nuclear weapons. close
