The House Ways and Means Committee held a hearing on the new health care law and Medicare. The witnesses were Medicare and Medicaid Administrator Donald Berwick and Richard Foster, the official in charge of financing for the two programs. Mr. Berwick was given a recess appointment by President Obama over the objections of Senate Republicans. close
