The House Financial Services Subcommittee on Insurance, Housing and Community Opportunity held a hearing on the National Flood Insurance Program. The program insures more than 5.5 million houses in the U.S., but is more than $18 billion in debt and has been unstable since the hurricanes of 2004 and 2005.
