The Ninth Circuit Court of Appeals in San Francisco took up the issue of day laborers' First Amendment rights. A special Ninth Circuit 11-judge en banc panel reviewed a ruling that allows Redondo Beach, California authorities to resume arresting day laborers standing on the sidewalk soliciting work from people in cars. A divided three-judge Ninth Circuit panel ruled in favor of the City of Redondo upholding a 1987 city ordinance that regulates the solicitation of employment on city streets. close
