George Elsey talked about highlights of his public service career, which began with his World War II assignment to the White House Map Room President Roosevelt’s intelligence and communications center. Mr. Elsey went on to work for President Truman and returned to government service at the end of Lyndon B. Johnson’s presidency. Topics included presidential candidate Richard Nixon’s promise of a “secret plan” to end the Vietnam War.

This is the first of two parts of the interview.
