Manuel Roig-Franzia previewed Germany Chancellor Angela Merkel’s visit to the White House. The events later in the day include a joint news conference with President Obama and a state dinner. Mr. Roig-Franzia explained that according to protocol, the dinner is an official dinner rather than a state dinner because the chancellor is the leader of Germany rather than the country’s head of state. close
