The Senate Finance Committee was to hold a “mock” markup hearing to debate amendments to free trade agreements with South Korea, Columbia, and Panama. Because committee rules require at least one member of each party be present, and no Republican committee members were present, the hearing did not take place. Republicans boycotted the hearing.

The hearing is referred to as a “mock” markup because, under the Trade Promotion Authority Act, the markup hearing is the only time Congress may offer amendments to bills submitted by a presidential administration. Final versions of these types of bills are only voted on as for or against. close
