The U.S. Commission on Civil Rights heard from scholars and civil rights on eminent domain abuses. The Justice Department recently brought a lawsuit against the city of Joliet, Illinois, accusing public officials of trying to reduce its number of black residents by using eminent domain to seize a federally subsidized housing development. Eminent domain is the right of the government to take private property for public use. close
