Craig Fugate testified on reform efforts at the Federal Emergency Management Agency (FEMA) since the passage of the 2006 Post-Katrina Emergency Management Reform Act. In his testimony he said his agency would have had great difficulty responding to an unforeseen disaster at the end of the previous fiscal year because of a lack of funds. The FEMA budget became an issue during negotiations between Republicans and Democrats with a final resolution involving some last-minute maneuvering of FEMA disaster response funds. close
