Currently the money is collected to underwrite universal wired telephone service. Mr. Tauke said he does not expect phone bills will increase as a result of the change. He also discussed net neutrality, a policy that requires Internet providers to allow content providers equal access to networks rather than giving preference to certain types of Internet traffic. Verizon is suing the FCC over its net neutrality policy.
