Edwin Black talked about the 1928 agreement signed by a consortium of oil companies that created a Western-controlled oil cartel in the Middle East which he argues is the root of decades-long struggle over power and energy supplies. He talked about the role of petroleum in the creation of Iran, Iraq, and other countries in the Middle East and in U.S. foreign policy. He responded to questions from members of the audience at the St. Regis Hotel in Washington, D.C. This was a policy forum of the Jewish Institute for National Security Affairs.
