The Senate debated an amendment to a $22 billion funding bill for energy and water development for the fiscal year 1993. The bill would ban most types of nuclear testing and allocate funds for the Superconducting Super Collider, a Texas-based scientific research project aimed at examining the origins of the universe. The amendment, offered by Senator Dale Bumpers, D-Arkansas, would have significantly cut the funds for the Superconducting Super Collider. close
