Peter Grace, the founder of Citizens Against Government Waste, delivered a dinner address at the annual Convention of the International Platform Association, an organization of people who schedule speakers for conventions and meetings. During the Reagan Administration, Mr. Grace led a study of waste in federal programs that recommended thousands of spending cuts from federal projects, few of which were actually adopted. close
