Governor Gary Herbert (R-UT) talked about his state’s efforts to reform health care and ongoing disputes with the federal government over the 2010 health care law, the Affordable Care Act (ACA). He said that although he did not support the ACA, it was the law of the land and that states “must deal with it.” He described Utah’s health exchanges, based on a free marketplace with consumers deciding the coverage that works best for them. He outlined aspects of the ACA that Utah would not comply with, including not enforcing the individual mandate, administering Medicaid through the health exchange, and the tax credit through the exchange. close
