Casey Dinges explained the American Society of Civil Engineers' 2013 report card on the state of U.S. infrastructure. The group gave the country a “D+,” up from a “D” in their previous report. The report covered 16 infrastructure categories, including roads, bridges, drinking water systems, ports, mass transit, and the electric grid. Mr. Dinges also responded to telephone calls and electronic communications.
