Privacy specialists considered the growth of communications tools like e-mail and the use of global positioning systems (GPS), as well as the government’s ability to monitor personal information. Panelists focused on efforts to reform the 1986 Electronic Communications Privacy Act (ECPA), the law that regulated government access to electronic communications, to more clearly protect digital privacy rights.
