Steven Bucci and other panelists talked about U.S. foreign policy in Southeast Asia, especially in North Korea. Mr. Bucci argued that the U.S. was ill-equipped to make put an increased focus on Asia as articulated by the Obama administration, in part because of recent budget cuts to the Defense Department caused by sequestration.
