Think tank representatives from across the political spectrum talked about defense spending and the competing plans from the president and Congress to cut spending while maintaining readiness and addressing rising internal costs. The defense experts gave a bipartisan consensus on the need for restructuring the Department of Defense and called for changes to be included in the National Defense Authorization Act. Their recommendations included closing military bases, re-examining the size and structure of the civilian workforce, and reforming military compensation. This presentation in the Russell Senate Office Building was organized by a coalition of Washington area think tanks.
