Critics talked about the National Security Agency (NSA) surveillance programs leaked to the press by Edward Snowden. The legality of the programs was challenged. Several options for improving transparency and limiting the scope of the data collection were explored and members of the panel endorsed the idea of creating an ombudsman or advocate who would participate in the process of obtaining court orders for data collection.
