Witnesses testified on allegations that conservative groups were wrongly targeted for closer scrutiny by the Internal Revenue Service. A focus was on if senior IRS officials in Washington or agents in the Cincinnati office delayed the processing of applications for tax-exempt status from conservative groups. There were at times heated exchanges between Republicans and Democrats on the committee. close
